Six Special Rapporteurs sent a joint communication to the Government of China expressing concerns about the conformity of the Safeguarding National Security Ordinance with international human rights law. The Ordinance was adopted under article 23 of the Basic Law of the Hong Kong Special Administrative Region (HKSAR) of the People’s Republic of China, introduced by the gazette on 8 March 2024 and adopted by the Hong Kong Special Administrative Region’s Legislative Council on 19 March 2024.
