Those were some of the questions that guided a high-level public event co-organized by the Albert Hirschman Centre on Democracy and Irene Khan, Special Rapporteur for the Protection and Promotion of Freedom of Expression and Opinon at the Office of the High Commissioner for Human Rights on 25 April.
